An ICO file is a container that can hold several pixel versions of the same Windows icon. Those embedded sizes help an operating system choose an appropriate raster image, but they do not give you one resolution-independent source that is easy to reshape, recolor, or reuse.
PerfectVector inspects the entries inside the ICO and automatically selects the largest supported representation. When dimensions tie, it prefers the higher bit depth and then a PNG-backed entry. Supported static PNG and uncompressed DIB icon entries are decoded locally before the selected image enters the normal vectorization workflow.
The selected representation becomes the source for a new SVG; the other embedded icon sizes are not preserved in that download. Clear app symbols, favicons, glyphs, and flat interface artwork usually translate better than tiny, anti-aliased, photographic, or heavily shaded icons.
ICO is useful as a packaged raster destination. SVG is useful as an editable, resolution-independent source. The conversion intentionally changes that structure.
